The year 2026 marks the 35^th anniversary of the establishment of diplomatic relations between Luxembourg and Estonia.

Our two countries maintain close bilateral relations, with cooperation focused mainly on digital innovation, cybersecurity, defence, financial services, and technology.

Economic cooperation is increasingly driven by services, investment, and innovation partnerships.

Luxembourg is one of Europe’s leading financial centers and has an important presence in Estonia through cross-border financial services, investment funds, and digital finance solutions.

 Estonia’s internationally recognized expertise in digital public administration, including its e-Residency programme, is well aligned with Luxembourg’s strengths in finance and data infrastructure. A key example of this cooperation is the Data Embassy, established in Luxembourg under the 2017 bilateral agreement. Hosted in a highly secure data center, it allows Estonia to securely store critical state data and remains an important project in digital resilience and cybersecurity.

In 2024 Luxembourg contributed €12 million to renovate Estonia's Ämari Air Base, strengthening NATO Baltic Air Policing capabilities. This support covered the majority of modernization costs, including runway resurfacing and hangar  upgrades, reinforcing bilateral defense cooperation. 

Key recent visits:

• Visit of Finance Minister Gilles Roth to Estonia (March 2025), with discussions focused on EU priorities, European security, defence spending, and Estonia’s digital public services, including taxation systems.
• Continued defence cooperation, including follow-up meetings between Defence Ministers Yuriko Backes and Hanno Pevkur and joint leadership of the IT Coalition in support of Ukraine.
• Participation of Luxembourg in the Tallinn Digital Summit (October 2025) and related cybersecurity and digital policy discussions.

The Embassy of Luxembourg to Estonia supports companies and investors seeking to develop business and cooperation ties between Luxembourg and Estonia. It facilitates contacts with public authorities, business associations, and institutional partners, provides guidance on the economic environment, and assists with participation in trade fairs, business forums, and official missions.

In cooperation with Luxembourg Trade & Invest and the Luxembourg Chamber of Commerce, the Embassy also supports business delegations and sector-focused initiatives.
