Bulgaria

Luxembourg and Bulgaria established diplomatic relations in 1956, marking the beginning of formal bilateral ties. The relationship has since then been characterized by steady cooperation and mutual respect

During the period of the Cold War, contacts were limited, but after Bulgaria’s transition to democracy in the 1990s, relations expanded significantly, especially within the framework of European integration.

Over the years economic cooperation has grown steadily, focusing on export-oriented goods and services, banking, finance, and joint EU projects. Luxembourg ranks as one of the largest investors in Bulgaria.

As members of the EU and NATO, our two countries share a strong foundation for political dialogue and cooperation on European and international affairs.

Within the EU, Luxembourg and Bulgaria have been working closely on various initiatives, including the EU Space Surveillance and Tracking (SST) Partnership, reflecting their shared commitment to European security and technological advancements

Luxembourg’s open and multicultural society provides a welcoming environment for some 2000 Bulgarian citizens residing currently in Luxembourg, with numerous associations and cultural institutes.

Bulgaria’s accession to the Schengen area in January 2025 and its adoption of the Euro in January 2026 will further contribute to deepen and strengthen bilateral relations while also bolstering partnerships at all levels within the EU family.

 

Estonia

The year 2026 marks the 35th anniversary of the establishment of diplomatic relations between Luxembourg and Estonia.

Our two countries maintain close bilateral relations, with cooperation focused mainly on digital innovation, cybersecurity, defence, financial services, and technology.

Economic cooperation is increasingly driven by services, investment, and innovation partnerships.

Luxembourg is one of Europe’s leading financial centers and has an important presence in Estonia through cross-border financial services, investment funds, and digital finance solutions.

 Estonia’s internationally recognized expertise in digital public administration, including its e-Residency programme, is well aligned with Luxembourg’s strengths in finance and data infrastructure. A key example of this cooperation is the Data Embassy, established in Luxembourg under the 2017 bilateral agreement. Hosted in a highly secure data center, it allows Estonia to securely store critical state data and remains an important project in digital resilience and cybersecurity.

In 2024 Luxembourg contributed €12 million to renovate Estonia's Ämari Air Base, strengthening NATO Baltic Air Policing capabilities. This support covered the majority of modernization costs, including runway resurfacing and hangar  upgrades, reinforcing bilateral defense cooperation. 

Key recent visits:

  • Visit of Finance Minister Gilles Roth to Estonia (March 2025), with discussions focused on EU priorities, European security, defence spending, and Estonia’s digital public services, including taxation systems.
  • Continued defence cooperation, including follow-up meetings between Defence Ministers Yuriko Backes and Hanno Pevkur and joint leadership of the IT Coalition in support of Ukraine.
  • Participation of Luxembourg in the Tallinn Digital Summit (October 2025) and related cybersecurity and digital policy discussions.

The Embassy of Luxembourg to Estonia supports companies and investors seeking to develop business and cooperation ties between Luxembourg and Estonia. It facilitates contacts with public authorities, business associations, and institutional partners, provides guidance on the economic environment, and assists with participation in trade fairs, business forums, and official missions.

In cooperation with Luxembourg Trade & Invest and the Luxembourg Chamber of Commerce, the Embassy also supports business delegations and sector-focused initiatives.
